Initially, the mayor shall appoint to the commission three (3) members for one year, two (2) members for two (2) years and one member for three (3) years. The city council member so appointed shall serve for a term concurrent with his duly elected term as a member of the city council. Thereafter, the terms of all commission members, except the member who is a city council person, shall be for three (3) years, and until their successors shall be appointed and qualified.
