The Artesia recreation advisory commission (the "commission") shall consist of seven (7) members, one of whom shall be a duly elected and qualified member of the city council. The remaining six (6) members shall be appointed from citizens residing within ten (10) miles of the intersection of 13th and Main Streets, Artesia, New Mexico, by the mayor of the city, with the approval and consent of the city council. The mayor, recreation director, park supervisor and superintendent of the city schools shall be ex officio members of the commission, but shall have no vote in any of its proceedings.
