A. Meetings: The commission shall meet at least once per month and additionally as called by the chairman or vice chairman.
B. Proceedings: All proceedings of the commission shall be by motion or resolution recorded in the minute book of the commission, which shall be a public record.
C. Quorum: A majority of the members of the commission shall constitute a quorum of the commission for the transaction of business.
D. Officers:
1. The commission shall elect annually, by vote of the commissioners, a chairman, a vice chairman and a secretary, and shall notify the city council of the election of such officers.
2. The chairman shall preside at meetings of the commission, the vice chairman shall preside at such meetings in the absence of the chairman, and the secretary shall record all actions of the commission in the minute book.
3. All officers of the commission shall be entitled to vote on all matters considered by the commission, even when presiding as chairman. (1996 Code § 2.16.030)
