3-1-3: VACANCIES; REMOVALS; ABSENCES FROM MEETINGS:
Vacancies shall be filled for unexpired terms in the same manner as for original appointments. Any member may be removed from the city planning and zoning commission by the mayor, with the confirmation of the city council, but such removal shall only be for cause, and the commission members shall be entitled to a hearing before the city council, which shall be a public hearing, in which the cause shall be stated in writing and be made a part of such hearing. Cause for removal shall include, but not be limited to, failure on the part of the commission members to attend the regular commission meetings, without proper excuse. Any commission member who shall miss two (2) consecutive meetings without excuse (that is, without some good reason or prior commitment causing the member to miss 2 consecutive meetings), shall be subject to removal from the commission for cause. Any commission member who has a good and sufficient reason for not being in attendance at a regular commission meeting shall notify the chairman of the commission prior to such meeting, and the chairman shall excuse the commission member from attending the meeting if the excuse is valid and sufficient, and the commission member's absence from the meeting shall thereupon be considered as an excused absence.
