There is created and organized a commission to be known as the city planning and zoning commission, such commission to consist of members appointed by the mayor and confirmed by the city council as provided in this chapter, and such commission to have the powers and duties set out in this chapter, limited by the review power provided in the city council, and all powers necessary or incident to the function of the city planning and zoning commission. In general, the city planning and zoning commission shall have all powers necessary to enable it to fulfill and perform its functions. (1996 Code §§ 2.20.010, 2.20.040; amd. 2002 Code)
