§ 51.03 TIME FOR PLACEMENT OF CONTAINERS.
   No containers for the storage of garbage shall be placed at the street any earlier than 7:00 p.m. the night before any scheduled collection date, and no container shall remain at the street after 7:00 p.m. the day of any scheduled collection date.
