No land now owned or later acquired by the town abutting upon, adjacent to, or adjoining any part of existing town park shall ever be used by the town, by any person acquiring the land from the town, or by any tenant or lessee of the town for an amusement center, amusement park, for the establishment and operation of restaurants, dance pavilions, bath houses, amusement devices, or other like or similar concessions without having first made application to the Town Council, and having first obtained its permission in writing to use or occupy such land or lands.
