(A) All wastewater discharge permits shall be issued for a five-year duration and shall be valid subject to amendment or revocation as provided in this division. Under special circumstances, as determined by the Town Council, a permit may be issued for a period of less than five years.
(B) Wastewater discharge permits are issued to a specific discharger for a specific operation and are not assignable to another discharger or transferable to any other location without the prior written approval of the Town Council.
