(A) A customer may file a complaint disputing a disconnection notice or penalties for late payment with the utility after receiving a notice from the utility. Customer must request a hearing in writing by the 21st day of the month after the customer's receipt of the disconnection notice. After receiving a written request for a hearing review, the Town Utility Review Board shall hear customer complaint before the 28th day of the month.
