(A) Sale, purchase, possession and use of tobacco products by persons under 21 years of age.
(1) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
POSSESSION. To have upon one's person or have within the person's limited control.
SMOKELESS TOBACCO. Any finely cut, ground, powdered or leaf tobacco that is intended to be placed in the oral cavity.
TOBACCO PRODUCT. Any item, product or substance containing or made from tobacco leaf, including specifically, but without limitation cigarettes, cigars, snuff and pipe, chewing or dipping tobacco, any electronic cigarettes or alternative nicotine products.
USE. To smoke, inhale, ingest, dip or chew tobacco in any of its forms.
(2) Sale by minors. It shall be unlawful for any minor to sell, dispense, furnish or otherwise distribute any tobacco product to any person or business.
(3) Providing tobacco products to persons under 21 years of age. It shall be unlawful for any person, whether acting individually or as an owner, officer, employee or agent of or on behalf of any persons, firm or corporation, to sell, give, dispense, furnish or otherwise distribute tobacco product to any person under 21 years of age.
(4) Purchase by persons under 21 years of age. it shall be unlawful for any person under 21 years of age to purchase or otherwise acquire any tobacco product.
(5) Possession and use by persons under 21 years of age. No person under 21 years of age shall have in his or her possession or use, any tobacco product in any of its various forms.

(B) Smokeless tobacco.
(1) Sales of smokeless tobacco products to persons under 21. No person shall sell any smokeless tobacco product to any person under the age of 21.
(2) Distribution of smokeless tobacco products to persons under 21. No person shall distribute or cause to be distributed to any person under the age of 21, without charge or at a nominal cost, any smokeless tobacco product.
