(A) (1) The hearing shall be conducted by the Village Board upon due and reasonable notice to all parties.
(2) The Village Board shall have power to administer oaths and to take sworn testimony.
(3) Any party alleged to have violated this subchapter shall be entitled to be represented by counsel and shall have the right to call witnesses in his or her own behalf and to cross-examine witnesses.
(B) At the conclusion of the hearing, the Village Board shall render the complainant a decision.
