Any person, firm or corporation violating any provision of this chapter shall be fined not less than $120 nor more than $300 for each offense. In addition to the aforementioned penalties, all court costs, which shall include all costs incurred by the village in prosecuting said case, shall be recoverable from anyone convicted of a violation of this chapter.
