§ 96.02 VILLAGE TREE BOARD.
   (A)   Creation, establishment and term of office. Pursuant to Charter § 10.04, there is hereby created and established the Village Tree Board. The appointment and terms of office for members of the Tree Board shall be as provided in Charter § 10.04. In addition, the Board shall have the right to call in consultants as they see fit.
   (B)   Compensation. Members of the Commission shall serve without compensation.
   (C)   Duties and responsibilities. It shall be the responsibility of the Commission to study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, pruning, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. The plan will be presented annually to the Village Council and, upon its acceptance and approval, shall constitute the official comprehensive village tree plan. The Commission, when requested by the Village Council shall consider, investigate, make finding, report and recommend upon any special matter of question coming within the scope of its work.
   (D)   Operation. The Chairperson of the Commission shall be the Chairperson of the Village Council Building and Grounds Committee. The Commission shall make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business.
   (E)   Review by Village Council. The Village Council shall have the right to review the conduct, acts and decisions of the Village Tree Board. Any person may appeal from any ruling or order of the Village Commission to the Village Council who may bear the matter and make a final decision.
