§ 95.46 WINTER PARKING RESTRICTIONS.
   (A)   Purpose. Winter parking restrictions shall be imposed to improve the abilities of the village Street Department to remove snow from all streets in the village corporation limits while at the same time reducing the risk of property damage to village- owned equipment or private property.
   (B)   Restrictions. The following parking restrictions shall be enforced between November 1 and April 1.
      (1)   There shall be no parking on village streets between the hours of 11:00 p.m. to 7:00 a.m. during periods when snowing, or when Street Department employees are removing snow that has recently accumulated.
      (2)   Enforcement is to be carried out by the Police Department.
      (3)   For the purpose of this subchapter, VILLAGE STREETS shall be defined as the paved surface of roadways, alleys, and public parking lots.
   (C)   Exemptions for certain locations. Exemptions shall be made for locations where off- street private parking is not available, provided vehicles are moved when snow removal requires it. Owners of vehicles requesting exemption must annually apply at the Police Department for exemption. Owners requesting an exemption must provide the make, model, color, and registration number of each vehicle that is to be exempt, along with a telephone number to be called when vehicles must be moved. Locations that may be considered for exemption include:
      (1)   All public parking lots; and
      (2)   On-street parking where no off-street parking is available.
   (D)   Tickets and fines. All vehicles in violation of this section shall be fined $25. Authority to enforce the winter parking restrictions is established by this section and the authority established in §§ 76.03 and 76.04 of this code of ordinances.
