(A) No person shall ride or propel any non- motorized wheeled vehicle upon a public street unless the person is capable of efficient control.
(B) Every person operating a non-motorized wheeled vehicle shall at all times operate the non-motorized wheeled vehicle with due regard to his or her own safety and the safety of other persons lawfully upon the streets, alleys, sidewalks and other public ways and shall always yield the right-of-way to pedestrians.
