(A) Any initiative of the Plan Commission to amend this chapter or Ch. 155 of this code of ordinances, and that would affect an approved planned development before its completion, shall not be enforced on the planned development.
(B) Only in the case that the planned development is no longer in conformity with the approved detailed plan or is not proceeding in accordance with the time requirements imposed herein or by agreement, will the new amendments of this chapter or Ch. 155 of this code of ordinances apply.
