§ 156.060  SC DISTRICT; INTENT; PERMITTED USES; SPECIAL EXCEPTION USES; STANDARDS.
   (A)   District intent.
      (1)   The “SC” (Special Character Commercial) District is intended to provide a land use category for commercial uses in areas of special character. The provisions that regulate this land use district should promote appropriate commercial uses that are clearly non-conflicting with neighborhoods in the town and present a positive image. This district should be used in and around the intersection of Main St. and S.R. 19.
      (2)   The town’s Plan Commission and Board of Zoning appeals should strive to use this district to promote the character and aesthetic goals of the community as determined in the town’s Comprehensive Plan. This district may also be used sparingly and appropriately as a “spot zone” in the community for areas of special character.
      (3)   The Plan Commission and Board of Zoning Appeals should also strive to exclude businesses from the “SC” District that are not family oriented, that have an adverse effect on the existing or future adjacent neighborhoods and do not meet the character and aesthetic goals of the community.
   (B)   Permitted uses.
      (1)   Institutional/public facilities:
         (a)   Government office;
         (b)   Library;
         (c)   Police/fire station; and
         (d)   Post office.
      (2)   Business: office/professional:
         (a)   Architecture;
         (b)   Bank/credit union;
         (c)   Design services;
         (d)   Insurance office;
         (e)   Planning offices;
         (f)   Professional offices;
         (g)   Real estate office;
         (h)   Secretarial service; and
         (i)   Service organization offices.
   (C)   Special exception uses.
      (1)   Business; food sales/service:
         (a)   Restaurant;
         (b)   Bakery, retail; and
         (c)   Convenience store (without gas pumps).
      (2)   Business; retail:
         (a)   Drug store;
         (b)   Flower shop; and
         (c)   News dealer/bookstore.
      (3)   Institutional/public facilities
         (a)   Church, temple or mosque;
         (b)   Community center;
         (c)   School, public/private; and
         (d)   Public park/recreation center.
      (4)   Business; personal service:
         (a)   Barber/beauty shop;
         (b)   Day care; and
         (c)   Dry-cleaning service.

   (D)   SC District standards.
      (1)   Maximum lot area: 30,000 square feet;
      (2)   Minimum lot area: 7,000 square feet;
      (3)   Minimum lot width: 60 feet;
      (4)   Maximum lot depth: 2 times the lot width;
      (5)   Minimum lot frontage: 50 feet on a public street with access from said public street;
      (6)   Sewer and water: requires municipal water or sewer hookup;
      (7)   Minimum front yard setback:
         (a)   20 feet when adjacent to a primary arterial;
         (b)   20 feet when adjacent to a secondary arterial;
         (c)   15 feet when adjacent to a collector; and
         (d)   15 feet when adjacent to a local street.
      (8)   Minimum side yard setback: 12 feet (plus buffer yard);
      (9)   Minimum rear yard setback: 12 feet for the primary and accessory structures (plus buffer yard);
      (10)   Maximum lot coverage: square feet of all primary and secondary structures, and impervious surface cannot exceed 60% of the lot area;
      (11)   Minimum floor area: 800 square feet for primary structures;
      (12)   Maximum floor area: 6,000 square feet for primary and accessory structures;
      (13)   Maximum structure height:
         (a)   Twenty-eight feet for the primary structure; and
         (b)   Fifteen feet for accessory structures.
