§ 156.046  MP DISTRICT; INTENT; PERMITTED USES; SPECIAL EXCEPTION USES; STANDARDS.
   (A)   District intent.
      (1)   The “MP” (Manufactured Home Park) District is intended to provide a land use category for manufactured homes parks in the community as attractive and decent affordable housing. Manufactured home parks shall be in accordance with I.C. 16-41-27-1 et seq., Rule 410 I.A.C. 6-6 and their subsequent amendments, the state’s Board of Health requirements and the requirements of this chapter.
      (2)   This district should be within close proximity to parks, open space, services and retail, if possible. Avoid locating near conflicting land uses and non-family oriented businesses.
      (3)   The Plan Commission and Board of Zoning Appeals should strive to promote an average net density of five to six dwelling units per acre community-wide in the “MP” District.
   (B)   Permitted uses.
      (1)   Residential:
         (a)   Manufactured home park**;
         (b)   Dwelling, mobile home;
         (c)   Dwelling, manufactured;
         (d)   Dwelling, single-family;
         (e)   Residential facility for developmentally disabled (small)*; and
         (f)   Residential facility for mentally ill*.
      (2)   Institutional/public facilities: public park/recreation center;
      (3)   Miscellaneous:
         (a)   Accessory uses; and
         (b)   Private swimming pool.
   (C)   Special exception uses.
      (1)   Residential: child care home (owner occupied home);
      (2)   Institutional/public facilities: community center; and
      (3)   Miscellaneous:
         (a)   Child care institution; and
         (b)   Home occupation #1.
   NOTE: *These uses are permitted by Indiana Code (I.C. 12-28-4-8 and I.C. 12-28-4-7).
      ** A development plan shall be submitted, reviewed and approved by Plan Commission at a public hearing

   (D)   MP District standards.
      (1)   Minimum lot size: five acres;
      (2)   Minimum lot width: 250 feet;
      (3)   Maximum lot depth: three and one-half times the lot width;
      (4)   Minimum dwelling site size: 4,000 square feet;
      (5)   Minimum dwelling site width: 30 feet;
      (6)   Maximum dwelling site depth: three and one-half times the lot width;
      (7)   Sewer and water: requires municipal water and sewer hookup;
      (8)   Maximum structure height:
         (a)   Thirty feet for the primary structure; and
         (b)   Fifteen feet for accessory structures.
      (9)   Minimum lot front yard setback:
         (a)   Thirty-five feet when adjacent to a primary arterial;
         (b)   Thirty feet when adjacent to a secondary arterial;
         (c)   Twenty feet when adjacent to a collector; and
         (d)   Twenty feet when adjacent to a local street.
      (10)   Minimum lot side yard setback: 20 feet (plus buffer yard);
      (11)   Minimum lot rear yard setback: 20 feet for the primary and secondary structures (plus buffer yard);
      (12)   Minimum dwelling site front yard setback: ten feet from edge of pavement of interior roads;
      (13)   Minimum dwelling site side yard setback: seven feet for primary and secondary structures;
      (14)   Minimum rear yard setback: seven feet for the primary and secondary structures;
      (15)   Maximum lot coverage: square feet of all primary and secondary structures, and impervious surface cannot exceed 65% of the lot area;
      (16)   Minimum main floor area per dwelling unit: 750 square feet per primary structure; and
      (17)   (a)   Except for pipe stem lots, each lot created after the adoption of this chapter shall have 40 feet of frontage on a public road or a private road of at least a 50-foot right-of-way.
         (b)   To achieve more creative planning and preservation of natural property features, pipe stem lots are permitted; provided, they have exclusive unobstructed private easement of access of at least 25 feet width to a road. However, two pipe stem lots with no more than one dwelling on each lot may share a common easement of access of at least 25 feet in width. The area of a pipe stem lot occupied solely by the pipe stem driveway or easement shall not be deemed to be part of the required minimum lot area.
