(A) The Committee is authorized to adopt such bylaws, rules and regulations as it may deem necessary for the proper conduct of its proceedings and the carrying out of its duties. Said bylaws, rules and regulations shall be subject to review and approval by the Town Council.
(B) Regular or special meetings of the Committee shall be held at such time as it may determine and upon such notice as it may decide, either by resolution or in accordance with the provisions of the bylaws, rules and regulations adopted.
(C) A majority of the Committee shall constitute a quorum and the concurrence of the majority shall be necessary to authorize any action.
