§ 156.007  INTERPRETATION.
   (A)   The provisions of this chapter shall be held to be the minimum requirements for the protection of the health, safety, comfort, morals, convenience and general welfare of the people at large, and are designed to encourage the establishment and maintenance of reasonable community standards of physical environment.
   (B)   If two or more provisions within this chapter are in conflict or are inconsistent with one another, then the provision which is most restrictive shall control.
