All buildings or portions thereof within the municipal boundaries of the town which are determined after inspection by the town’s Building Commissioner, or his or her designee, to be unsafe, as defined in this subchapter or in I.C. 36-7-9-1 et seq., are hereby declared to be public nuisances and shall be abated by repair, rehabilitation, demolition or removal.
