(A) Any person desiring to obtain a license to distribute handbills or to engage in the business of distributing handbills shall apply in person to the Clerk-Treasurer and complete an application in writing listing his or her full name and address and that of each officer, partner or business associate.
(B) The applicant shall also list the full names and addresses of all persons by and on behalf of whom the handbills are to be distributed, if satisfied that the information furnished by the applicant is true and that no fraud or misrepresentation will be perpetrated upon the residents of the town, the Clerk-Treasurer shall, within 15 days from the date of the receipt of the application, issue the license upon payment of the fees prescribed in § 115.06 of this chapter.
