§ 115.03 DISTRIBUTION; LICENSE OR A CERTIFICATE OF REGISTRATION REQUIRED.

Except as provided in § 115.04 of this chapter, it shall be unlawful for any person to engage in the business of distributing handbills or to distribute handbills without first obtaining a license or a certificate of registration (if applicable) to do so as hereinafter provided.
