No person shall keep, place or permit to be kept or placed in any cellar or any other portion of a building or on any premises any ashes, waste paper, oily rags, excelsior or any other matter liable to ignite spontaneously unless the same be placed in an iron, earthen, stone or other non-combustible vessel. Such vessels shall be kept at least ten feet away from any combustible materials and at least two feet away from any combustible wall or partition and shall be placed on a non-combustible stand, a non- combustible floor or on the ground outside the building.
