§ 12.06  POWERS SPECIFICALLY PROHIBITED.
   A unit (Arcadia) does not have the following:
   (A)   The power to condition or limit its civil liability, except as expressly granted by statute;
   (B)   The power to prescribe the law governing civil actions between private persons;
   (C)   The power to impose duties on another political subdivision, except as expressly granted by statute;
   (D)   The power to impose a tax, except as expressly granted by statute;
   (E)   The power to impose a license or other fee greater than that reasonably related to the administrative cost of exercising a regulatory power;
   (F)   The power to impose a service charge greater than that reasonably related to the cost of the service provided;
   (G)   The power to regulate conduct that is regulated by a state agency, except as expressly granted by statute;
   (H)   The power to prescribe a penalty for conduct constituting a crime or infraction under a statute;
   (I)   The power to prescribe a penalty of imprisonment for an ordinance violation;
   (J)   The power to prescribe a penalty of a fine of more than $2,500 for an ordinance violation; and
   (K)   The power to invest money, except as expressly granted by statute.
