§ 90.01  POLICY AND PROCEDURE.
   (A)   It will be the policy of the town to pick up stray animals that are found to be a nuisance, running unattended or in an unhealthy state that would be a danger to the health and welfare of the community, to be caught, trapped or otherwise held in a secure place designated by the town as a place to house animals.
   (B)   Animal housing units will be constructed in a manner that will allow for ventilation for cooling such animals in hot weather and allows for shelter in cold weather when temperatures could cause harm to such animals. The housing units will be constructed in a manner that will allow for cleaning and inspection of the area. The floor of the living area will be constructed of concrete and wire chainlink fence to prevent the escape of a confined animal.
   (C)   (1)   Any animal that is picked up by the town’s Police Department or any town employee shall be placed at the kennel located at the town’s wastewater treatment plant. The animal shall be kept for a period of seven days with appropriate food and water. Diseased or seriously injured animals may be destroyed earlier.
      (2)   A notice shall be placed on the bulletin board located in the Town Hall, stating a brief description of the animal and the date it was confined. If the animal is not claimed within seven days, it shall be disposed of by adoption or euthanasia by a licensed doctor of animal medicine and disposed of.
      (3)   If the person owning, keeping or harboring the animal is located, there shall be a kennel fee of $10 for the first 24-hour period and $10 for each 24-hour period thereafter. This shall be paid to the Clerk-Treasurer and shall be in addition to any fines levied as a result of a citation being issued by the town’s Police Department.
