From and after the date of the passage of this chapter, any request to amend, add to, modify or delete passenger curb loading zones, freight curb loading zones, angle parking and/or parking in streets and alleys shall require the consent of the Council, except in those circumstances and cases set forth in Ch. 76 of this traffic code.
