In addition to the provision set forth in I.C. 9-21-11-1 et seq., as the same applies to bicycles, the following shall also be applicable.
(A) All persons located in the town engaged in the business of buying and selling new or used bicycles shall make a monthly report to the Marshal giving the name and address of the person from or to whom each bicycle is purchased or sold, and a description and frame number of the bicycle.
(B) A rental agency located in the town shall not rent or offer any bicycle for rent unless the same is equipped by such agency with lights, audible warning devices and other safety equipment required by I.C. 9-21-11-8 et seq.
(C) Whenever a usable path for bicycles has been provided adjacent to a street or roadway, bicycle riders shall use such path and shall not use the street or roadway.
(D) No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
(E) The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, driveway and path or walkway, yield the right-of-way to all pedestrians approaching on the sidewalk or sidewalk area and, upon entering the street or roadway, shall yield the right-of-way to all vehicles approaching on the street or roadway.
(F) No person shall park a bicycle upon a street other than upon the roadway against the curb, upon the sidewalk in a rack to support the bicycle, against a building or at the curb in such a manner as to afford the least obstruction to pedestrian traffic.
(G) The Marshal and/or his or her deputies shall have the authority to inspect bicycles for the purpose of ascertaining whether the same are in safe mechanical condition and whether said bicycles have lights audible warning devices, and other safety equipment required by the laws of the state. Furthermore, the Marshal and his or her deputies are authorized to conduct bicycle safety classes for riders.
