Except to the extent modified by specific terms and provisions of this subchapter, the provisions of I.C. 14-1-3-1 et seq. and of 14-1.5-3-1 et seq. that are permitted to be incorporated into this subchapter are hereby fully incorporated herein by reference. The Marshal and his or her deputies shall enforce this subchapter and the state statutes which regulate and govern the use and operation of snowmobiles or off-road vehicles. This subchapter is not intended to duplicate or replace I.C. 14-16-1-1 et seq., but is intended to supplement the laws of the state and to impose certain minimum requirements to protect the health, safety and welfare of the citizens of the town. However, the penalties contained in I.C. 14-16-1-1 et seq. are not incorporated into this subchapter and shall not be considered a part hereof.
