(A) There are hereby created and established three districts within the town, such districts to be named and described as follows:
(1) District #1, which is hereby defined and described as follows: beginning at the point of intersection of the centerline of Illinois Street and the centerline of Franklin Avenue in the Town of Arcadia, Jackson Township, Hamilton County, Indiana; thence east on and along the centerline of Franklin Avenue to the east line of the northeast quarter of Section 24, Township 20 North, Range 4 East; thence north on and along the east line of said northeast quarter to the northeast corner of said northeast quarter and the southeast corner of the southeast quarter of Section 13, Township 20 North, Range 4 East; thence north 270 feet on and along the east line of said southeast quarter; thence west 184 feet parallel with the south line of said southeast quarter; thence northwesterly 658.1 feet; thence westerly to the east line of Arcadia Estates Replat (Plat Book 6, Page 164); thence northwesterly to the north corner of Lot #19 in Arcadia Estates Replat; thence west on and along the north line of Arcadia Estates Replat to the northwest corner of Lot #11 in Arcadia Estates Replat; thence southeasterly on and along the west line of said Lot #11 and on and along the southeasterly extension of the west line of said Lot #11 to its point of intersection with the centerline of John Street; thence south, southerly and southeasterly on and along the centerline of John Street to its terminus as platted in Arcadia Estates Replat; thence southeasterly to the point of intersection of the centerline of North Street with the centerline of John Street; thence south on and along the centerline of John Street to the centerline of Hamilton Avenue; thence east on and along the centerline of Hamilton Avenue to the centerline of John Street; thence south on and along the centerline of John Street to the centerline of Howard Avenue; thence west on and along the centerline of Howard Avenue to the centerline of Illinois Street; thence south on and along the centerline of Illinois Street to the point of beginning;
(2) District #2, which is hereby defined and described as follows: beginning at the northeast corner of the southwest quarter of the southeast quarter of Section 13, Township 20 North, Range 4 East in Jackson Township, Hamilton County, Indiana; thence west on and along the north line of the southwest quarter of said southeast quarter and on and along the north line of the southeast quarter of the southwest quarter of said section to its point of intersection with the centerline of the Norfolk and Western Railroad tracks; thence southerly on and along the centerline of said railroad tracks to its point of intersection with the south line of the north half of Section 24, Township 20 North, Range 4 East; thence east on and along the south line of said north half to its point of intersection with the centerline of Illinois Street in Arcadia Land and Improvement Company’s 1st Addition to Arcadia as per plat thereof recorded in Deed Record 59, Pages 46 and 47 in the records of Hamilton County, Indiana; thence north on and along the centerline of said Illinois street to the centerline of Howard Avenue; thence east on and along the centerline of Howard Avenue to the centerline of John Street; thence north on and along the centerline of John Street to the centerline of Hamilton Avenue; thence west on and along the centerline of Hamilton Avenue to the centerline of John Street; thence north on and along the centerline of John Street to the centerline of North Street; thence northwesterly to the centerline of John Street as platted in Arcadia Estates Replat (Plat Book 6, Page 164); thence northwesterly, northerly and north on and along the centerline of John Street to its point of intersection with the southeasterly extension of the west line of Lot #11 in Arcadia Estates Replat; then northwesterly on and along the southeasterly extension of the west line of said Lot #11 and on and along the west line of said Lot #11 to the north line of Arcadia Estates Replat; thence west on and along the north line of Arcadia Estates Replat to its northwest corner; thence north on and along the northerly extension of the west line of Arcadia Estates Replat to the point of beginning; and
(3) District #3, which is hereby defined and described as follows: beginning at the point of intersection of the north line of the south half of the southwest quarter of Section 13, Township 20 North, Range 4 East and the centerline of the Norfolk and Western Railroad tracks in Jackson Township, Hamilton County, Indiana; thence west on and along the north line of the south half of said southwest quarter to the west line of Mary Siersdorfer’s Addition, as per plat thereof, recorded in Deed Record 61, Page 320, in the office of the Hamilton County Recorder; thence south on and along said west line of said Siersdorfer’s Addition to the southwest corner of Lot #1 in said Addition; thence west 16 feet; thence south parallel with the west line of Olive Street to the north line of Knause Street; thence west on and along the north line of said Knause Street to the west line of Magnolia Street; thence south on and along the west line of said Magnolia Street to the north line of North Street; thence west on and along the north line of said North Street to the west line of Dora Street; thence south on and along the west line of Dora Street to the northeast corner of Lot #8 in J.R. Kiste’s Addition, as per plat thereof, recorded in Plat Book 2, Page 96, in the office of the Hamilton County Recorder; thence west on and along the north line of said Lot #8 to the west line thereof; thence south on and along the west line of said Lot #8 and Lot #7 in said Addition to the north line of Lot #2 in said Addition; thence west on and along the north line of Lots #2, #3, #4, and #5 in said Addition and the north line of Lot #1 in the Replat of J.R. Kiste’s 2nd Addition, as per plat thereof, recorded in Plat Book 3, Pages 58 and 59, in the office of the Hamilton County Recorder, 348.6 feet; thence north 415 feet; thence west 826 feet to the west line of said Section 13; thence south on and along said west line 580 feet to the north line of Section 24, Township 20 North, Range 4 East; thence east on and along said north line to a point 521.5 feet east of the northwest corner of said Section 24; thence south to the southwest corner of a tract of land owned by C. M. Robbins, as recorded in Deed Record 138, Page 242, in the office of the Recorder of Hamilton County; thence easterly on and along the south line of said Robbins land and the eastward projection thereof to the west line of Olive Street produced south; thence south on and along the west line of said Olive Street produced south to the south line of the north half of said Section 24; thence east on and along said south line to its point of intersection with the centerline of the Norfolk and Western Railroad tracks; thence northerly on and along the centerline of said railroad tracks to the point of beginning.
(B) The members of the Town Council shall be elected at large by a vote of all voters in the town, but shall represent the district from which he or she runs.
(1) To be eligible to run for the office of Town Council, a person must be a resident of the district he or she seeks to represent, be a citizen of the United States and be of legal voting age.
(2) A Town Council member who is elected by the voters of the entire town but is elected or selected as a candidate from a district forfeits office if the Council member ceases to be a resident of the district and shall be replaced according to the applicable state statute.
(3) A Town Council member who moves his or her place of residence outside the corporate limits of the town vacates his or her seat on the Town Council, and shall be replaced according to the applicable state statute.
(C) Pursuant to I.C. 3-8-5-2(a) and (c), candidates for offices for the Town of Arcadia, Indiana shall be nominated by:
(1) A primary election,
(2) A petition filed under I.C. 3-8-6, or
(3) If a primary election is not required under I.C. 3-8-5-10 for the political party of which the candidate is a member, by the candidate's declaration of candidacy.
(D) The Hamilton County Election Board shall conduct all primary elections for the town.
(E) The Town of Arcadia shall pay for all costs relating to said primary elections that are directly attributable to the town. In addition, the town shall pay a portion of the Hamilton County Election Office's other primary election expenses which are divided between each of the municipalities in Hamilton County that are participating in the primary election.
(F) All statutes governing primary elections to towns shall apply.
