(A) All publicly-owned water mains shall be placed in streets, alleys, utility easement and other public rights-of-way.

(B) The Superintendent of the Water Utility is authorized, but not required, to place, locate, relocate and move any and all water meters and pits situated upon private property onto public property, providing it is economically feasible to do so.
