§ 51.06  READING OF METERS.
   For the purpose of billing and collecting the charges for water use, the Superintendent may authorize and require that meters shall be read once each month, in which event, the water service billings shall be on the basis of the actual water usage for that month as determined by the said reading. If the Superintendent elects not to utilize the aforementioned procedure of reading water meters on a monthly basis, then the following procedure shall apply: for the purpose of billing and collecting the charges for water use, the meters shall be read once each quarter and the first two monthly water service billings in such quarter shall be on the basis of estimated water usage and a final billing in each quarter shall consist of the remainder of the total charge for the quarter.
