(A) Connection charges. Connection charges shall be payable in accordance with this division (A). No building permits will be issued prior to the receipt of all connection charges by the utility. All building and development shall be subject to the fees of this section. The connection fees required by this section shall be effective on August 1, 2005. Development or portions of development currently involved in the review process of the town and the town’s Plan Commission not constructed and accepted by the town by August 1, 2005 shall be subject to the fees of this section.
(B) Determination of charge. The connection charge for a sanitary sewer connection is $1,000 per single family dwelling unit (“S.F.D.U.”). The connection charge for a water connection is $800 per S.F.D.U. Such amounts shall be higher where commercial or industrial use of the property is involved. The equivalent number of dwelling units in the case of users or units other than a single-family dwelling unit, shall be determined in accordance with the EDU table set forth in division (C) below. The number of equivalent units for situations not covered by division (C) below shall be determined by the Town Council. No connection shall be permitted to the town’s sanitary sewer system or to the town’s water system, as the case may be, until such fees are paid to the utility representing the equivalent cost as set forth in division (C) below. The Town Council, in determining the unit equivalent for situations not covered by division (C) shall consider the size of the use, the effect the use will have on the system, and any other item the Town Council considers relevant in making its assessment.
