This is the payment required for the privilege of connecting a unit or area directly or indirectly to the town’s sewage collection system and/or water distribution system. For the payment of the system enlargement charge the town shall accept, after the five-year period, the dedication to the town of all water and sewage systems and easements and rights-of-way installed and constructed by the owner and developer in the unit or area. This system enlargement charge shall be considered the owner or developer’s capital contribution to the town’s sewage systems and water systems.
