The people of the town, by their approval of this subchapter at the election hereinbefore provided, have authorized the town, by ordinances duly enacted, to make such administrative and technical changes or additions in the method and manner of administering and enforcing this subchapter as may be necessary or proper for efficiency and fairness; provided, the rate of the tax herein provided shall not be changed without approval of the qualified electors of the municipality as provided by law and § 34.20(B).
