§ 93.25 GROUND SURFACE HAZARDS.
   (A)   No building material or materials, earth, sand, or dirt intended for use in landscaping, gardening, or construction shall be left standing open or covered upon any premises for a period of time not to exceed two months without specific written authorization from the Property Maintenance Officer.
   (B)   (1)   Drainage swales are to be maintained by the owners of the parcels on which they are located and at no time will anyone plant shrubs or trees, or discharge, empty, or place any material, fill, or waste into any swales as to divert or impede drainage flow.
      (2)   Swales shall be mowed as part of the yard.
      (3)   Swales in woodland areas should be left in their natural condition leaving the understory to retard runoff and prevent erosion.
   (C)   Holes, cracks, excavations, breaks, projections, and obstructions at any place on the premises which, in the opinion of the Property Maintenance Officer, or duly authorized agent, are a hazard to persons using the premises shall not be permitted.
