No person shall deposit or cause to be deposited, kept, or scattered upon any property within the village, any rubbish, refuse, junk, ashes, cinders, cinder blocks, rock piles, sawdust, glass, filth, animal and vegetable waste resulting from handling, preparation, cooking, or consumption of food, paper, or other offensive material, or allow such material to remain upon any premises which he or she owns or occupies uncollected in such manner and/or quantity as to create a health hazard or public nuisance.
