§ 93.22 EXTERIOR STRUCTURES.
   (A)   General. The exterior of any structure shall be maintained in good repair, structurally sound, and sanitary so that it does not pose a threat to the health, safety, or welfare of the occupant or occupants or any other person or persons, and so as to provide appropriate and adequate protection from the exterior elements for the occupant or occupants of the structure.
   (B)   Foundation walls. All foundation walls shall be maintained so that the same adequately and properly carry safe design and operating, dead and live loads, and shall be maintained so that they are plumb and free from open cracks and breaks, and so that they are not detrimental to the safety and welfare of the occupant or occupants of the premises, and/or any other person or persons.
   (C)   Exterior walls. Exterior walls shall be free of holes, breaks, loose or rotting boards or timbers, and any other conditions which renders it possible for rain or snow, or for vermin to enter the interior spaces of the structure and/or any occupied portion of the same. All exterior wood or exterior unfinished surfaces, excluding those woods approved for use in their natural state, shall be sealed or painted and the surface covered with other approved protective coating or treated to prevent rot and decay, and shall conform and match wherever possible, the existing paint or surface covering and original design or replacement thereof. All existing walls and surfaces shall be properly protected against the weather where such are defective or lack weathered due to lack of proper protective covering.
   (D)   Stairs, porches, and other appurtenances. Exterior stairways, porches, balconies, decks, and other appurtenances shall constructed and maintained so that the same are safe for use and capable of supporting any load thereupon which reasonably may be anticipated, and shall be kept in sound condition and in good repair.
   (E)   Windows and doors and frames. Windows and doors, and the frames of the same shall be constructed, installed, and maintained so that they are solid and unbroken, and, in relation to the construction of the adjacent walls, so that they afford reasonable protection from the exterior elements for the occupant or occupants of the structure.
   (F)   Roofs. The roof of every structure within the village shall be maintained weather-tight.
   (G)   Broken windows and doors. Whenever glass windows or doors of any material are broken, such windows or doors shall be repaired promptly so as to return the same to the original appearance thereof. The process of boarding up broken windows or doors with plywood, composition board, or any other material that does not return the window or door to its original appearance is not allowed except during periods which are reasonably necessary to permit the appropriate repair or replacement of the window or door as is required hereunder.
   (H)   Buckled walls, doors, and the like. All buckled, rusted, rotted or decayed walls, doors, windows, porches, floors, steps, railings, trim and other missing menders, and broken glass and cut or damaged screening for windows and doors, and any other deteriorating conditions shall be replaced or restored to good condition. All replacements shall match and conform to the original design wherever possible or be replaced completely.
