§ 93.21 EXTERIOR PROPERTY AREAS.
   (A)   Sanitation. All exterior property areas and premises shall be maintained in a clean, safe, and sanitary condition free from the accumulation of rubbish or garbage.
   (B)   Structures. All ancillary structures, including accessory structures of any size, kind, and description, detached garages, outbuildings, fences and walls, shall be maintained in a condition which is structurally sound and which is not decrepit or in a condition which poses threat to the safety and welfare of any person.
   (C)   Lawns. Lawns and landscaping shall be so maintained so as not to constitute a blighting or deteriorating effect on the neighborhood. Grass shall be mowed and free of all noxious weeds and vegetation at least once every month, except on land used for agriculture or hay fields.
   (D)   Dead trees and branches. No owner or occupant of any premises shall permit a dead tree to stand so near to a public sidewalk or roadway as to endanger users thereof, should all or part of it fall. No such owner or occupant shall permit a dead branch to overhang a public sidewalk or roadway.
