If the owner of person having charge of such property fails to comply with the requirements of the notice provided for in § 91.31, Council shall cause the noxious weeds or rank vegetation to be cut and destroyed. The expense thereof shall, when approved by Council, be paid out of municipal funds not otherwise appropriated.
