Upon written information that noxious weeds or rank vegetation are growing upon property within the village that will soon spread or mature seeds, Council shall cause written notice to the owner, lessee, agent, or tenant having charge of such property that the noxious weeds or rank vegetation must be cut and destroyed within five days after service of the notice.
