No unauthorized person shall willfully, maliciously, or negligently remove or tamper with any water meter or break any meter seal or break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment which is part of the waterworks or water distribution system, or bypass the metering system to access village water. A determination by village inspectors of such tampering shall immediately result in discontinuance of water services to the subject property, and shall subject the property owner to fines and penalties as specified in § 51.99. Services shall not recommence until approval from the Board of Public Affairs is obtained.
