(A) Post-construction stormwater management measures must be implemented in order to minimize discharges of pollutants to the city's stormwater system and excessive discharges of pollutants to surface waters and groundwater. These discharges can negatively impact public health, welfare and the environment by potentially impacting human health by transporting and depositing pollutants. The intent of this Article is to address these discharges to the stormwater system.
(B) The purposes of this Article are to establish an inspection and enforcement program to address post-construction stormwater management in order to protect public health, welfare and the environment, and to enable the city to comply with post-construction related stormwater provisions of NPDES and AZPDES.
