§ 5-2-4 CONSTRUCTION SITE STORMWATER MANAGEMENT.
   (A)   Land-disturbing activities related to construction can cause discharges of pollutants to the city stormwater system, which in turn can cause excessive discharges of pollutants to surface waters and groundwater. These discharges can negatively impact public health, welfare and the environment by potentially impacting human health by transporting and depositing pollutants. The intent of this Article is to address discharges from construction sites to the stormwater system.
   (B)   The purposes of this Article are to establish an inspection and enforcement program to address discharges from construction sites in order to protect public health, welfare and the environment, and to enable the city to comply with construction site-related stormwater provisions of NPDES and AZPDES.
