§ 5-2-2 ILLICIT DISCHARGES TO THE STORMWATER SYSTEM.
   (A)   Illicit discharges to the city stormwater system can cause excessive discharges of pollutants to surface waters and groundwater. These discharges can negatively impact public health, welfare and the environment by potentially impacting human health by transporting and depositing pollutants. The intent of this Article is to address these illicit discharges.
   (B)   The purposes of this Article are to establish an inspection and enforcement program to address illicit discharges to protect public health, welfare and the environment, and to enable the city to comply with illicit discharge prevention provisions of NPDES and AZPDES.
