Without limitation upon the rights which the council may otherwise have, the council does hereby expressly reserve the right to amend any article or provision of this chapter for any reason determined to be desirable by the council including, but not limited to:
(A) New developments in the state of technology of cable systems; and
(B) Any changes in federal or state laws, rules or regulations.
