   (A)   It is unlawful for any person, firm or corporation to place or keep a recycling container within the city limits without complying with all of the provisions of this article and without first having registered the recycling containers as required by this article.
   (B)   All recycling containers not registered as required by this article shall be subject to immediate removal by the city.
