It is the intent and purpose of this chapter to promote the public health, safety and welfare and to eliminate public health hazards, environmental pollution and economic loss by providing that all residential, commercial and industrial refuse accumulated or stored upon any property within the township shall be collected and removed by a responsible person or hauler and shall be disposed in an area authorized by and approved in accordance with all state, federal and local laws and ordinances.
