The City Manager and City Attorney shall take or cause to be taken such actions necessary to implement this Rent Stabilization chapter and effectuate the intent of the City Council in adopting this Rent Stabilization chapter, including the preparation of informational materials and forms and promulgation of administrative regulations. The City Manager shall designate a city department to provide information and receive tenant complaints pertaining to violation of this chapter.
