(A) The purpose of this chapter is to:
(1) Establish efficient procedures for the purchase of goods and services at the lowest possible cost commensurate with quality needed, to exercise positive financial control over purchases, to clearly define authority for the purchasing function, and to assure the quality of purchases. (Reference: Cal. Gov't Code §§ 54201 through 54205); and
(2) Provide for the authority of certain city employees to enter into contracts and to set forth procedural requirements.
(B) This chapter does not apply to public contracts concerning real property, franchise agreements or to labor contracts with city employees.
